I just came on tonight to ask this question myself. It would be cool to have the Reconstructor in the campaign.

Just finished the game, and it appears not.
I only have 20 or so Guerrilla missions complete, so it may be an unlockable like the special hammers.

I'm not one to brag about my financial skills, but my credit card company calls me almost every day to tell me my balance is outstanding.
