I bet it will be of a wasteland atmosphere. Fallout is famous for setting the post nuclear affected environment.

It's supposed to be a reincarnation of Van Buren (the original idea for Fallout 3), but moved from Arizona to Vegas. It's unlikely there will be 'proper cities', seeing as Vegas would have been nuked with the rest of the US.

I don't see what more they can do with the Fallout series but ruin it.

It's being made by Obsidian. They will ruin it.
Story time--
When Black Isle (the original creators of Fallout) folded, the best people formed Troika. They then went on to make such classics as Arcanum: Of Steamworks and Magick Obscura and Vampire: The Masquerade – Bloodlines.
The worst people weren't welcome at Troika and so founded Obsidian. They went on to make such half-finished abortions as KOTOR2 and NWN2.
