Still can't get option 1 working

The updated trainer is working perfectly on all options, except #1, and I'm guessing it's because I'm not doing it correctly. You activate it, then hit the menus that allow you to buy cheerleaders, bribes, and the apothocary and it should allow you to buy more than the max normally allow, correct? What am I doing wrong?
