I was thinking of a mod that would allow you to create your own country, inject it into the map where you wanted or start out as Rebels on the map and start gameplay from there. From creating your own flag to type of government. Any thoughts on that from anyone?

It wasn't terribly difficult in RTW. But the files work different in ETW.
Ask around in the mod communities- totalwar.org and twcenter.net

It is very hard to do that because the files in E:TW is different than the series before. All the files are like combined together making it hard to mod.
