It sounds like his NPC file might be corrupted...

Maybe he meant "Its been a while since I had arrested someone" then when you left, he had a paralize spell on him.

On another note, I entered Bruma Castle only to see him dead with his legs on the throne, and yes I'm sure I didn't do it.

I killed the girl in the Imperial Plaza District with the infinite money, then I could keep on killing, when I got caught I'd bribe the guard.
Awesome!
Also, I think the special characters should die aswell and change the storyline. When a game comes up with that, I will find it awesome.

Well the same thing happened to me. I think its a bug. This maybe because he was assigned a specific role and they became ignorant to control his duties.
