Actually,It isnt that...You got to have the right timing and then jump it.Either that or it is your controller.

I have currently picked that game back up. I beat it the first time and had no problems with getting epona. Now I can't get the song or get the horse. I have all ready beat the forest temple, lets see...got the fire medallion, and now working on the water medallion and it still won't let me have her. He just keeps asking for 10 more rupees to ride again....he won't ask me to race. Any ideas anyone...sorry that I couldn't be a help...
To get the song: be a kid again by returning the Master Sword to the pedestal of time. (in the Temple of Time)Go to the Lon Lon Ranch and talk to Malon twice. On the third time take out your ocarina and she teaches you Epona's song.
To get Epona: Go to the Lon Lon ranch as an adult. Talk to Ingo and pay 10 rupees to ride a horse. Play Epona's song on your ocarina so Epona will come to you and get on her. While on Epona, talk to Ingo again and pay 50 rupees to race him. Beat him twice and he locks you in the ranch. Use Epona to jump over the gate Ingo locked and your outta' there with Epona.
