You got to be careful with some of them as they cause undesirable results. for instance i can't get the invasion working. The ones you want to use are skill increase +20 the officer increase only works if the crew is a navigator as you increase skills you increase in level when you allocate you personal attributes you gain personal skill points when you increase your ship attributes like navigation or gunnery you can increase you ship skills
