It has been a while since I've played this game but from what I remember you have to activate the cheat from the cheat menu and then select what units you want built. Just remember to pause the game before you activate the cheat and deactivate it before you turn the time back on because if you don't the computer gains this ability as well which is not good.

I went back to the game the other day and remembered that you have to push ctrl+shift+s. Then type in 'cheat allow cheats' without the ' symbol. Then type in 'cheat onedaybuild' without the '. This will turn on the one day recruitment. Just remember to turn this off by typing in that code again before you continue with the game. Otherwise the ai will benefit from this as well.
