The pirates are hard to play, as they are handicapped by the game so they don't become a significant menace in the regular game.

You can get around much of the handicapping through file editing, but you're still at war with everyone and they don't like making peace with you.

that's the challenge!

How did you get the all factions mods? the only one i could find meant if you used a non playable faction then there was fog of war

You can then disable the fog of war.

There is also a mod which enables many of the emergent factions, but it has all of them active from the start--so you have the US, Ireland, The Two Sicilies, Greece, Norway and whatnot all active from 1700.

It's annoying.
