Murder is a good and proper thing. If encouraged enough, it will stimulate human evolution.
Indeed, all of the people who are too slow to dodge bullets will be killed off and leave only those who can.
Therefore, the government should issue firearms and require a quota of murders to be committed each year. It is the job of the government to create a super-race of really really fast people.

In order for the new super fast race to be born, we need people to breed, no human is faster than a bullet so you're basically just reducing the population without increasing speed (bullet dodging is possible through prediction, but is not possible through pure speed).
I found two other problems with your argument however I'm feeling a bit too drained at the moment.
So what if people can't dodge bullets?
They're obviously not fit to survive.

Dhampy survival of the fittest only works with wild animals, like packs.
Would you be able to dodge a bullet? Probably not. Then are you willing to sacrifice your own life to see your goal met?
Everyone must be willing to accept that they might not be fit.
So only a creature with the ability to dodge a bullet will be better than the human race?
Humans aren't the only ones whom can't dodge bullets through pure speed.
Every animal on the planet will die from a bullet if it is large enough, (not all will be quickly though).
There are only two forms of life on earth that can survive a bullet: Plantation and Bacteria.
Neither are aware of their own existence.
More fit does not mean better.
Dinosaurs were better at eating meat than humans, but they were not fit.
Humans may be better at building things, but I think it is readily apparent that many insects are far more fit than we are due to their having survived multiple extinction events which would arguably do us in.
We may be more evolved, but we may not be fit.
And if murder were to be required by law, man could very well prove itself to be unfit.
We must accept this and embrace this. Let nature take its course.
To head off your argument--mankind is part of nature and therefore everything we do is part of nature. Lions hunt antelopes, and we mandate murder.
