Are you referring to Waterfall, Outrage, Iron Head, Flail or Return?

sorry i meant dragon type attack and i need a good one so i am going for sp atker+rian dance+swift swim

It only needs one Dragon type attack.
Use Waterfall against the opponent's steel types and then use Outrage against the rest.
In the rain waterfall will be as powerful as Outrage.

Well its kind of to late pugsys aready EV trained him in sp atk(i give him ludicolo he gives me kingdra)

I haven't used them myself, however I can see something like this being really hard to take down once it sets up:
Substitute.
Leech Seed.
Rain Dance.
Surf.
Basically Leftovers + Leech Seed will regain most of the HP you lose from the Sub (the amount you'll regain is based on the opponent's HP).
Surf will be multiplied by 2.25 from STAB and Rain.
To be honest Rain Dish is the better option, however if it out speeds your opponent then you wont have to predict when your opponent switches.
