I assume its HP is 301?

All five stats have perfect IVs, I assume its HP is 301 as that will give it a perfect set of IVs.
The person knew what they where doing when they hacked it, even gave Special Defence 6 EVs to reduce the special attack power of Download Porygon-Z.

So far the biggest problem I can see is it is Mamoswine weak.
Second biggest problem is it doesn't have anything to resist Electric (granted Vaporeon is the only Pokemon weak to Electric).
I was considering Swampert over Metagross for the Electric resist, however I went with Meta as I can capitalise on Meta's weaknesses more than Swampert's (Fire is a free switch and a fire boost for Heatran and Ground is a free switch and reduces my opponent's attack with Salamence).

Hacks are not allowed in out gyms as I recall, but think about it, you'll get the chance to train some awesome pokemon!
