    Catch a Horsea? I've never used a Kingdra, are they any good?

    In rain Kingdra is one of the most threatening Pokemon.
    Waterfall + Outrage combo is only resisted by Shedinja and Empoleon, they're both physical attacks (boosted by Dragon Dance) with 180 power after STAB (Waterfall gets an extra 1.5x boost from Rain, after a single Dragon Dance you're looking at Kingdra's attack stat being boosted from 317 to 475).

    Rain doubles its speed so minimum speed (no EVs, no IVs, Neutral Nature) will be 350 (the same as a Gengar with max EVs, Max IVs, and a Positive Speed Nature, after a Dragon Dance this will be 525, which will out speed a max speed Deoxys Speed).

    Special versions have a larger immediate danger due to the higher power of Surf, Draco Meteor/ Dragon Pulse and access to Ice Beam however don't have any options to increase their special attack power (par Surf/ Hydro Pump from rain).

    Kingdra has some support options in Yawn and Toxic but not much else.

    Kingdra's base stats are: 75/ 95/ 95/ 95/ 95/ 85 meaning the only stat that is below average is HP, its speed is average and everything else is above average.
    To put this in to perspective, Mew, Celebi and the like have all of there base stats at 100.

    After all of that I still haven't mentioned Item (possibly Damp Rock, Leftovers or Life Orb), or the other 258 EVs.

    I also forgot to mention It only has one weakness (Dragon) and resists Fire and Water by 4x as well as steel by 2x.

    Something like this should be good:

    Kingdra @ Damp Rock/ Leftovers/ Life Orb.
    Adamant, 252 Attack, 252 HP, 6 Special Defence.
    Waterfall.
    Outrage.
    Rain dance/ Yawn.
    Dragon Dance/ Yawn.

    If you have another Pokemon to Rain Dance you won't need it and Yawn to Dragon Dance will be the best thing you can do against Empoleon.
    Damp Rock will boost the number of turns of Rain Dance from 5 to 8, naturally if you have something else to Rain Dance you should use another item (Leftovers).
    Use Life Orb if your using Rain Dance/Yawn as this will still give you a 1.3x boost but one turn earlier than on the other sets.

    Using Dragon Dance, Rain dance and Life Orb may be tempting for the raw power, however you'll be open for attack for two turns of set up and then you'll be doing damage to itself which means it won't last long and is less likely to sweep.

    Use Waterfall as the main attack as a Steel type can come in on Outrage and set up (Skarm can come in, set up spikes and then whirlwind your Dragon Dance away while taking minimum damage and roosting it off).

    I trained a Kingdra in my Sapphire game, and it was a bveast of a Pokemon. I used it as my first Pokemon and it wiped out the opponent easily. It wasn't so great as a Seadra or a Horsea, so I looked all around for a Dragon Scale. Eventually I just traded one over from Emerald. Anyways, It was great since it could beat Electric and Grass Pokemon now, and could take down practically any of the opponents' Pokemon. I'd definitely recommend it as a party Pokemon, it is really helpful.
