If you look on the bars in the bottom left corner you'll see a vertical bar with the letter M next to it. As you attack it will fill up and as that union takes damage it will go down. If it can reach that critical mass and the AP is available you should be able to use an ultimate attack. I think. I need someone to confirm this but I think it's how the system works.

    I think it's a bit more complicated.

Because i found how to have this bar at max all the time but i'm far to have Omnistrike or other all the time.

In fact, in an old party when i had added all special items, once i had this bar at max (or even only at 80-90%), i had Omnistrike all the time.
I restarted a new game, putting this time only formations and customisations as special items (nothing else) and now, Omnistrike appear really rarely.

So i still think the bar is a condition to get Omnistrike but not only, i think some special item might influence on how often you can use it.
After, i don't know which item, there are about 450 special items, some that don't even appear in the game list so not going to try them all.

Ohterwise, you can aso add Rush any Arts at any level, even Daved's Gae Blog.

    With CoSMOS.

I got a list of useful addresses stored.
    - Weapon Upgrade
    - Max Units
    - Max Unions
    - Max Battle Units
    - Battle Rank
    - Time Shift
    - Digs
    - Battle Morale
    - Chains
    - HP for all Unions
    - Morale for all Unions (the bar we're talking about
    - HP for all character in Unions (avoid them to die)
And lately, also where arts are stored.

As you maybe know, every time you start the game, those addresses "change", so you might think it's useless to store them.
In fact, no, they all change for sure (some times don't change but not often) but they all change by the same value.
So every time i start the game, i look if addresses changed and if yes, for how much.
Quite easy to do, i search again the Time Shift address (the easiest to find for me, take me less than 10s), then i subtract the old to the new (so if the old was 15 BC 00 00 and the new 15 C5 00 00, i do 15C50000 - 15BC0000 = 90000), and so move all addresses by 90000 (there is an option in CoSMOS to do so)
And miraculously, all addresses get the right value again

It's really useful, mostly for BR that is a pain in ass to find or more, Max Unions/Units/Battle Units that you could simply not find anymore (those value only change maybe 2-3 times in the whole game)

    It's a bit a "Trainer"

I can give you those stored addresses and you could try to adapt them to your game, should works.
For me the easiest is to look at Time Shift, starts looking for all 1 in float, then press shift and let the Time Shift bar decrease a bit, alt tab and come back in CoSMOS, do a search for "decreased value", come back in game and let it decrease a bit again (just a little is enough), "decreased value" again etc... until you got the right address, after you do as i said.

I might try to explain it otherwise if it's not clear.

For the address where arts are stored, it allows you to add your Rush any arts at any level but it's complicated, you only can edit already learned arts if you want them to appear in the list in game (you can add them without editing an existing arts but they won't appear in game but you would have the option to use them in battle)
So if you want them to appear in the list, you need to have learned your Rush at least one Weapon Arts.

I might think of a trainer to add them but as i'm really far to be an expert in trainers, not sure if i can do it (i'm a big noob in assembler language xD)
So i added manually my Rush all arts and works fine (i talked about it in another post)
