The only requirement for him to appear is to have received the Dawn Shard in the main quest, I can't remember where you get this. So that's up for you to decide whether you have it or not.

i had them all ,could use them all,but it was no fun.

About 40 should be enough, and not that much, using Blizzara should help defeating him.

Just a hint, for any kind of bosses, espers or anything if you saw they have any status enhancement just use Dispel, it should remove those status from them, I dont think you'll find it now maybe later.

Well you cant only get rid of sap by the 3 ways I told you about, casting esuna or Regen or using a Remedy, other than that you cant.

And no about Dispel.
