Whenever im in regular cyrodil, theres no problems loading a save, but whenever i try to load saves

We currently don't have any Elder Scrolls 4: Oblivion - Shivering Isles trainers, cheats or editors for PC. Whenever im in regular cyrodil, theres no problems loading a save, but whenever i try to load saves in the isles, it freezes up.

Doing some old school gaming.
