You will be able to bring them over from other games to Platinum, but a Rayquaza isn't going to appear in the grass or anything. You'll be able to migrate them over after you complete the Sinnoh Pokedex.

You can also find the three legendary birds the regular uxie azelf,mesprit and cresilia and the regi's with the event regigias
