yes, red alrt 3 can now be downloaded off steam, and also offers the demo. not sure if CH will make trainers for them though, but with as popular as Steam is being they should try to offer trainers for games released on steam, not just valve games for steam.
and to answer your question most trainers will not work with games released on Steam unless they specifically say they do, Valve/Steam specific games for example.
