when you get the azure flute where exactly do you need to be standing for it to work properly? on the symbol, in front of it where?

You can't get it without hacking/cheating, but if you do get it, just go to Spear Pillar, and it will start playing itself.

i walked all over the spear pillar but it did'nt start playing. are there any other specific actions or requirements i need to have done for it to work.

Sometimes games look to see if the conditions on getting certain items have been completed instead of whether you have the item or not.
Basically nothing will happen when you just put the Azure Flute in to your inventory and go to Spear Pillar.
