I have the same problem as you. When i type in developer 1 nothing happens and no 'Load' button comes up. i got into a game and typed in 'Devmap'. it says it can't find map or something. HALP! 🤔

I'll respond to you in english but you can contact me PVT i speak very well serbian and maybe I'll help you more than this.
First you must create a shortcut of COD2sp_s.exe on your desktop. Now add, using "Propriety" ( right click on icon created on your desktop ), this line
seta thereisacow "1337"
example :
C:\Giochi\Call of Duty 2\CoD2SP_s.exe" seta thereisacow "1337"
click ok and start the game ( double click on shortcut icon ).
When in game menu go to options, game and activate in game console. Now you can press "\" or tile ( near 1 up from TAB ) and you open in game console. Insert this command DEVELOPER 1 press ENTER then insert this command line SETDEVMAP TRAINYARD. Once in game you can add ( in your console window this commands )
GOD GIVE ALL GIVE AMMO NOCLIP
if you input comman GIVE ALL several times you may notice that your weapon changes always.
