I don't know maybe you're overburdened.Because when I wear them everything seems fine.Except the fact that I use tgm

When you cant run, that means you're carrying too much weight. Open the Pip-Boy, and on the top left in the items section you should see "Wg", and then xyz/200. If that number, xyz, is over 200, you're carrying to much. You need to drop a few things, I recommend any suits/armour that's in pretty bad condition, since they weigh quite a lot.

like the others have said, you are probably encumbered. try this code:
player.modav carryweight 100
it should add 100 to you maximum carry capacity. if you get encumbered again just re-enter the cheat
...or or set it for 9000 instead of 100 if you really want to cheat
sometimes the game will reset your carry capacity when you reload the game. if it does just cheat again.
