is there any way to change your skin

i.e become a police officer you could in the 1st 3d version of gta

Not that I know of. The only sensible solution to do that would to replace Niko's skin with whatever character's skin you want. But it would be a tedious job (decompiling texture packs, hacking Alice, recompiling, etc.), and you would need to bypass GTA IV's file checking system. I suppose it would be possible to integrate it into GTA IV's character outfit customization, but that probably take more work than the other method, but I can't be sure as I haven't messed around with GTA IV's internals yet. As of now, there really isn't a very good way.
