you must make your level a dev one for cheats to work every level has its dev name check it in cheats and hints

The only reason that they are not working on multiplayer/online is because there are countless DVARs that prevent this from happening(unless someone skilled tampers and adds CVAR).
It doesn't matter who you're playing against. Even if there were bots instead of human players, they would still be disabled.
