Not for me and when i checked my STEAM GTA was version 1.0,
is it different STEAM for US than Europe?

The GTAIV trainer was worth the membership fee alone. Thank you very much Caliber for the excellent job. For an impossible task you achieved an impossible triumph, Awesome :-)

You have to be logged in to Live to get the patch notice. Steam doesn't update the game automatically.

There's also a standalone installer.
