Alright, I got it a bit early from a friend working in a game store.
Storyline:
The storyline consists of you and the underground world of racing, You are a police officer going deeply undercover in the Underground Racing world.
Your mission is to bust Illegal streetracers that steal and ship cars out of the country.
What they did from Prostreet:
They took it back to the streets with a full city free roam with dynamic world, Although I havn't experienced NIGHT yet i got Sunset, Dawn and Mid-Day.
They also took away alot of tuning options from Prostreet wich is a little shame in my opinion. They narrowed it down to FIVE different tuning options.
Engine - Decides Tourqe or Horsepower
Suspension - Decides if the suspension is stiff or loose
Drivetrain - Decides if the drivetrain focuses Acceleration or Top Speed
Tires - Decides if you have Soft or Grip tires
Nitrous - Decides wether to have alot of strength or Duration in the nitrous.
The styling has also become VERY limited. You have Rims, Bodykits, Exhaust, Spoiler and Hood.
And the most bodykits I've seen are 5 on 1 car including the Stock one.
The Autosculpt has also become limited the only big one left is the Rims.
Then you have Vinyls and Paint.
Paint are the same paint types from Prostreet and you still can't choose First and Second base colors. For example if you want white and red you can't have it cuz if you choose white you get Pink secondtone wich sucks.
The vinyls are mostly Graffiti painting and Primitives. No tribal packs, stripe packs, flame packs, nothing.
Overall it's pretty great.
Sounds:
The sounds are VERY imprssive if you compare them to older games, All cars have different sounds this time.
The Cars: The Choice of cars is still for some reason mostly muscle, But there is a good choice of European and Japanese also although I don't feel Muscle rides belong in the Underground world, (never even seen one on a real streetrace).

That was every car in the game and in what tier you get them.
Altho I feel a bit of lack in the Japanese section the overall choices are fine.
The Steering is NOTHING like ProStreet and that stupid Auto-Break future is gone.
The game has a whole new Steering system to it making it easier to drive around corners.
They have also installed a new system called "Heroic Driving" as far is i've figured using this system (Making 360 turns and burnouts during a police chase) gives you a boost of points in the "Zone Rep Points" section.
If I was to grade the game so far I'll give it an easy 8 because of it's huge difference from Prostreet.
And like someone said in another thread this is like Most Wanted 2.
Hope this helped deciding wether to spend money or not on it. I just did this cuz I was bored
