1) Is there a way to go back to the Spire after you beat the game?
1.5) Can you buy the Spire?
2) Sometimes as I am walking around, I hear these voices, yet I can never find out where they are coming from. What are these?

The voices are the gargoyles, part of a side quest. There are 50 total and you can go to the gargoyle cave in Bowerstown market. Jump off the bridge and swim underneath. You have to kill at least 10 for the first chest and 10 for everyone after.
I don't think you can go back to the spire, and I don't know anything about buying it. I beat the game once and never saw anything that would elude to either of those.

Theresa says at the end that the spire is hers, so no, the spire is essentially of limits after Lucian is dead.
