"ADDSPELL" and "REMOVESPELL" only grant temporary perk effects....like casting a spell or drinking a potion.
For the permanent perk effect, you have to use the "ADDPERK" and "REMOVEPERK".
But it's been said that the codes for "ADDPERK" are different than the "ADDSPELL" codes.
So right now we're all waiting for someone to list the "ADDPERK" codes.
