Any one know if you can still get achievements when not on live? Also has any one tried using a memory search and editor to lock down and ether lock or change the stat allocation points at the start of the game? I am trying to use CoSMOS to lock these down and just can't seem to find it. I would just use the built in codes but would kind of like to still get achievements.

i'm using a bunch of the the built in cheats including stat modifiers and the trainer. achievements are still going good.
As far as getting them. you MUST be signed into LIVE. you don't have to be online but a profile must be signed in at least. Yes you can be signed in while not online.

same way you would on an xbox just don't be connected to the internet. It will still log in your profile you just wont get any online features (friends list, stuff like that) but you can be logged in and earn achievements. but YOU MUST CONNECT TO LIVE AGAIN before earning another achievement outside of fallout.
heres an example say you've been playing fallout on your PC offline and yu earn some achievements.
you go play a game on an xbox with the same profile online and earn an achievement.
if you didn't go online in fallout, next time you do sometimes you lose all the achievements you got because your gamercard never updated.
