Okay so I'll make this short. Everyone (myself included) has been asking one question "how can I get every perk, max out everything, etc. etc."
The trainer comes with an "add 1000 XP function" that only works outside the vault. Once you do NUM + F4, it will say 'ON' and you will notice your pipboy showing an EXP amount more than your initial on the top right. For the sake of ease, I will refer to these terms as:
EXP current (EXP-C) / EXP needed for next lvl (EXP-N)
Now. How do you know when you should stop adding certain XP? Where does each 1000 XP take you? You won't know unless you try, and luckily I did it all for you so you don't have to.
The game starts out at level 2 when you exit the vault. At level two you should be at a certain EXP-C and you have a certain EXP-N to reach LEVEL 3.
Okay?
So it's simple. Every level has a deviation between the values from 1400-2200 EXP points for EXP-N. This means that between every EXP-C (current EXP) you have, if you basically add 1550 EXP, you can guess pretty accurately what level you can be and when you want to stop.
Example 1 :
I'm level 8.
EXP - C = 5600
EXP -N = 5800 (to reach level 9)
That means I need 100 more right? Now how would I calculate EXP-N (the EXP needed at level 9 to go to level 10)? Simple! Add 1550 or 1600. Whatever. You guess about: 7150 EXP. The true value considering I DID these for you, is 7200 EXP at LEVEL 9.
LEVEL 10 = 7200 EXP + 1550 apprx = at level 10, EXP-N (for level 11) will be about 8550....but it's 8700. Close enough! See the pattern?
Below is a table of all KNOWN EXP-N I calculated (EXP needed at a level to reach the next level)

The amount of XP varies based on several characteristics. Trainer adds 1000 because that was a decent amount to use, and mostly because Cali loves old fashioned clichés. I would've done it differently, but that's just me. Something on the lines of:
Doing it so will boost you to any level you want, regardless of the amount you need to reach that level.. Again, that's just me..

so how does this get you every perk? theres only 20 levels and like 100 perks.
and i don't see anything about how to max out your stats.

Okay, to complete this guide
Use advlevel to advance your level. Then train your perk then use player.setlevel to set your level back to what it was before you leveled use advlevel to advance to the same level again Train a new perk
player.setlevel doesnt make you lose skills or perks This way you can get all the perks

Note...You can get every perk..sure..but trying to Max it ALL out (every skill and perk) is impossible unless they make a trainer to allow for this. THEN you can't make every perk maximum...so you need a trainer function for every perk + skill maxed out...that's the only way.
See this screenshot. I did the method described above..got every perk up to level 2..but then I hit a cap at level 47 (the game only goes up to 20..but the advlevel allows going up to any number...well in this case 47)
