A few tips when using the PlaceAtMe command.
1. Type in: player.placeatme The command needs a point of reference, so player (eg: you) is the point of reference.
2. Type in the hex code for the particular item or monster you want to spawn. EG: player.placeatme 00092C4E In the above example, this would spawn a Super Mutant Master.
3. If you want to have some distance between you and the spawned monster such as 200 feet, type in: player.placeatme 92C4E 200
4. Next, decide if the spawned monster is in front of behind you. Put in 0 for in front of your, 1 for behind you. Example: player.placeatme 92C4E 0
To recap, if you want to place 1 Super Mutant Master 200 in front of you, type in:
player.placeatme 92C4E 200 0

One option that has yet to be discovered is how to speed up walking/running. My character is still lumbering ever so slowly and in my opinion, it actually prevents me from exploring as any exploring becomes a test of patience.

Hold down the SHIFT button while pressing the W key to run forward. USe the mouse to direct yourself. Use the CAPSLOCK button to toggle always run or always walk. I think the person runs fast enough. Make sure you're not caring too much as your endurance decreases the more you carry. Once you cross over the maximum threshold of carry weight, you won't be able to run again until you remove some weight. You can also ajust your agility attribute which effects several things including speed. But you're not going to get roadrunner speed if that's what you're looking for. Someone will have to make a mod that increases the speed values for something like that. I wouldn't use it personally since it would look too fake. Trust me, the run speed is fine if you're not overencumbered.

I prefer the very quick run speeds as I had modded my walking speeds in Oblivion and found the game to be more fun after I upped my running speed.
