To be more clear on the unlock code...
You must go into the console, then click on the item you need to unlock. It will read at the top "itemnamehere" (0000CODE) and that is when you can use the UNLOCK cheat.
Everything in the game has it's own unique code, and you can also use this method to find the itemcode for anything you also want to duplicate, by tossing the item on the ground, reading the code, and then using the 'player.additem' cheat.

NEED HELP.
Some perks require certain SPECIAL points. How do we go about manipulating these variables?
I tried Addspecialpoints ...but it says I'm missing something and I know that...but what?
