I have beaten the game numerous times but this guy won't die!!!

Yeah thats if you were playing with wesker.

So you'd mostly have problems with him, if you're playing with either hunk or leon because they dont have weapons that are strong enough.

I meant in the real game. i shot him with the handcannon, fully-leveled up, like 5 times in the face and he keeps geting back up! why won't he die?!?!?!

If you just keep shooting him in the head even if its just the shotgun he will stagger back and you can keep doing it and btw I don't know what's the matter with your game because the handcannnon beats him in one shot last I check...
