A little late to this post but I agree with the AI getting the same ability. It also gets the ability of unlimited ships as well. Makes for some fun 'HUGE' battles. Especially using a star wars mod.... Empire smackdown...

I have the same problem too. The ai builds several dozen media hubs along with other buildings.
