How do you get into the Pewter City and all that AFTER you've already given the machine part to the power plant? 😵

Go to the radio tower in Lavendar and speak to the Manager
He'll give you a radio card with the Pokeflute music on it.
Go to Vermillion City and then place the radio next to Snorlax with the Pokeflute music playing. You can then battle Snorlax and catch it or make it faint.
Then you can go through the Digletts Cave to Pewter City.
