Here's the readme on the options:

Options

Numpad 1: Unlimited Health
Numpad 2: Unlimited Ammo
Numpad 3: Unlimited Grenades
Numpad 4: Unlimited Vehicle Armor
Numpad 5: Unlimited Tank Ammo
Numpad 6: 999 Fuel
Numpad 7: 99,999,999 Cash
Numpad 8: Kill Mission Timers
Numpad 9: Super Weapons
Numpad +: Heal Unit/Object
Numpad - : Weaken Unit/Object
Numpad 0: RPG Ammo
F12 : Infinite Stockpiles
Numpad *: Unlimited Anti Tank Missles


Notes
------

Numpad 1: Unlimited Health - give you unlimited health.

Numpad 2: Unlimited Ammo - gives you unlimited ammo. You must use the
RPG option explained below for RPG Ammo, as this option will
not work properly with the RPG.

Numpad 3: Unlimited Grenades - gives you unlimited Grenades/C4.

Numpad 4: Unlimited Vehicle Armor - works on most vehicles to give them
unlimited armor/health.

Numpad 5: Unlimited Tank Ammo - while in your tank, you have unlimited
Ammo.

Numpad 6: 999 Fuel and Numpad 7: 99,999,999 Cash - you must ACTIVATE
THE OPTIONS FIRST and then press F1 to enter your PDA, then
Press TAB and you will see that your values have changed.
ALso note that if you press the UP key while in the game, it
may report that you don't have 999 Fuel or 99,999,999 Cash
but once you collect money or pick up fuel you will see that
it in fact has changed. The best way to see your actual money
amount is to check via the PDA.

Numpad 8: Kill Mission Timers - use this on timed missions to halt the
timer. May not work in all missions, but this has been
improved! Probably best to turn this option off during
non-timed missions.

Numpad 9: Super Weapons - this gives many of your hand weapons incredible
speed. You can fire nearly a whole clip of ammo out in less than
a second. Works with most hand weapons. Use with Option 2 for
unlimited barrage of bullets.

Numpad +: Heal Unit/Object - place your aiming reticle over the object/
unit and press the option to give it maximum health.

Numpad -: Weaken Unit/Object - place your aiming reticle over the object/
unit and press the option to weaken it to nearly zero. Use this
on enemy troops or very high armored vehicles to reduce them to
one hit kills. You can destroy many vehicles within seconds with
effective use of this option.

Numpad 0: RPG Ammo - use this option to top off your RPG ammo. This option
first turns off option 2, then it gives you 99 RPG shells. Next,
it empties your RPG weapon so you must press R to reload. Reactivate
this option to give yourself 99 more shells when you get low again.
You must re-activate option 2 if you switch weapons after using this
option. You can also use this option to effectively give you 99
clips of ammunition for the other weapons as well.

F12 : Infinite Stockpiles - this option will not unlock stockpile items.
However, if you activate it, you will see that you have a large
number of items when you check via PDA, etc. Once you have topped
off your items, it's probably best to turn this option off.

Numpad *: Unlimited Anti Tank Missles - this option will allow you to shoot
infinite anti-tank missles.
