the ark is definately on earth, besides it cant be on the covenant city because they left it looking for the ark.

well if it is on the covenant city (i assume you mean high charity) then the universe is pretty much screwed, cos the flood have it now. also, as if the covenant wouldn't know about it. after all, they did build that place themselves. mind you it'd be funny seeing the universe getiing blown up after some dumb grunt goes "i wonder what this button does?"

The covenant main city could be on another planet all together also why did the prophet of regret come to earth with so little soldiers?
Because he didn't think that humans lived there but that it was solely the ark.
Remember the part in the level regret when cortana picks up this transmission in the lift?
Where the two prophets pardon regret even though he nearly made a crucial mistake?
I think they mean that he nearly made the humans find out that the earth is the ark.
