I Found This Out While Playing Online Not Sure If It Is In Offline Play But Anyway...
At The Old Mansion In Alderney (Not The Old Casino) At The Top Of Alderney Head Up The Path To The House And Turn Right To The Garages, Then Run Around Behind Them And Viola, A Car Will Be There For You To Drive, If You Want Another, Drive Away Then Return To That Spot

Think its called Sultan RS...Its the only place Ive seen it....that's until you drive it! then they pop up everywhere lol....it can be found on normal play.

Oh...forgot to say....if you want the very rare Infernus early on in the game the easiest way i found was to do Brucie's race (once unlocked, access it via your phone)....If your lucky you could find these cars in the line up. The Coquette, Banshee, Super GT, Comet, Turismo and the Infernus.
When this happened to me these cars were spawning everywhere!!!! (So this spawning business can work in your favor lol) I jacked a Super GT and Banshee and parked them in my parking spot and went to the race in a Infernus.
Wasn't bothered about the Turismo because you can get that right at the start of the game by going to Mikhail Faustins house.

If you have the guide book it even tells you and shows you on the map to go get this car for jumps because its one of the fastet and easiest to handle and you can always find the Sultan RS in that spot!!!
