It evolves by happiness, which is sometimes hard. So just battle with it a lot.

Give it lots of pokeblocks, which type you use depends on its nature. I managed to get a level 15 Blissey by giving it max amounts of pokeblocks.

Currently lost, I make my way through life somehow without being in complete despair. Mostly alone due to timidity and fear, I wait for someone to clear the fog and break the shell hidden within.

Aren't there? I don't really remember because I haven't played for awhile.

If there aren't any pokeblocks in LeafGreen, I guess you could try trading a low level Blissey from ruby, sapphire, or emerald.
