Classic one; I want to use the console, but Vista is all "no you can play without lal".
So I'm just wondering if there's a way to bind the console enabling to another key, or just a way to enable it for me.
I've tried all those guides that people throw around, none has really helped, and that console ring mod is really not that practical afterall since some commands requires you to be out of your inventory/character screen

I'm not sure that there is a fix for this. I've read a bunch of posts with this complaint, here and on Bethesda's site. Most every forum suggests the same things, which you have tried already from your message.
The only think I could think of is perhaps to do a hack of the actual code using a hex editor. You'd have to search for a number series that equals the key code for: ` and it would have to be in an "if/then" statement in the code. I don't think I could do that, but I understand the theory...
or another thing from the old days is to maybe remap the ' key to say the z key. One of the geni (genius's) might be able to figure that out for you and write a little macro that starts with Oblivion... and it would need to reverse itself when you quit or you would have to re-start your computer.
