Go to pastoria. There is a galctic grunt near the safari swamp place. Keep talking and chasing him. Eventually your rival will come and you'll battle him. Then if you keep following you'll battle the grunt. Cynthia will then give you spray to get rid of the psyduck blocking the path. Then go to Celstic town and talk to Cynthia's grandmother. Then go back to hearthome city, the gym leader should be there now.
