I have received the achievement for meeting all the random characters, BUT how do I know when I am done with all their missions. Every time I think I am finished I see that little blue man on my map. I'm not complaining, I'm just wondering where I can find all the random characters so I'll know if I'm finished. ANY help would be appreciated.

Gamespot's GTA IV guide. It's free, it has maps, and it has tons of info. And yes it has all the random encounters, even the ones that you don't need to get for the achievement. But those ones are all people that you can choose to kill or leave alive during missions. So if you read about one you can't find, you might have chosen to kill.
