There is a way to do "Street Sweeper" (Manny mission) easily, without chasing the gang member around town. Get a heavy vehicle (e.g. Fire Truck) and drive to the gang member location. Don't shoot the member yet, instead ram the car and immobilize it. Afterwards just back out and shoot them on foot using the car as cover. For easy money, just kill people withdrawing from ATM just south of your starting safe house. Before killing, make sure that the street in front of ATM is blocked. Best vehicle to use is garbage truck or fire truck. If you block the road, the ambulance can't pick up ur victims, and just walk away and return and some money will be re-spawned. Repeat as necessary. Easiest way to get a fire truck is to dial 911.

Man i wish you came up with this a little while ago i completed the game a few days ago.
