While waiting for trainers you could use a lot of pre-existing events to achieve some similar results.
They are entered using the console ("~" on U.S. keyboards) then "event [event ID]".

Some of my most frequent events, with info on what I use them for:
4031 Badboy -6 and either Stability +3 or Prestige +5%
6602 War Exhaustion -1
5031 +25 Army Tradition
5036 +25 Navy Tradition
6601 Start national revolution
1091 Join Hanseatic League
1051 Join Holy Roman Empire

Of course the console commands "tag [national id]" to control another nation and "die [national id]" to kill a nation's ruler as listed in the cheats are also very handy to be able to perform actions without anyone knowing you were the cause of it.
For example having the other nation decalre war on you so they get the bad relations or accepting a peace offer for them that they would never accept otherwise is also very handy.

178 would be the province code and it changes from province to another
