You have to go to Spacial Cave again to recruit Palkia, and then you can evolve.

my team name is pokepal and i have basiclay all the lengendaries. im a mudkip and my partner is a pikachu. and i beat the game,and have the hyper rank(WHY CANT I GET MASTER RANK!?).
