the first time did you lose or win?
if you won then he won't come back.
if you lost he should be there

i won aparently u have to do something else like before u get to do it again cause i went to the elite four thingy and beat them and then he was there again

He isn't always there. Once you beat him (or lose), he leaves and comes after again.
