You have to beat the whole game on hard and then New Game+ will appear. It starts the game over but has added features.

"New Game +" is when you beat the game, wait until the credits are done and it'll give you an option to save. Load the save game and you start again, but with all the items and materia you finished with, not to mention your level.

ya but ur HP, MP, and SP go down to the regular level when u start it over. but ya the rest u get when u beat it.
