There were 3 hovercrafts landing in Australia on the #2 mission:What is Rightfully ours.They were used to transport Legion's troops in order to "re-steal" the stealth technology with which you can build Stealth tanks in the next mission.

Its based on mind controlling technology. THey like to control enemy soldiers and turn them against their own allies. Traveler-59 is only branch of whole Traveler Scrin command structure and their whole army command tree.
