You get it when you get all 8 badges

Are you sure? When you beat the Johto gym leaders you can get masterball.

Ive taken all the Johnto leagues, and then when I get out of the dragon cave, he calls me.
The problem is that I forgot about the togepi egg and the master ball. I beat the Elite Four, then I remembered the master ball, but I couldnt get it cause the only thing he cared about was the egg, NOT the masterball. So now I dont have any masterball, not that I need one, but its a shame though ;D
EDIT: I forgot I had the master ball in my pc!! ;D sorry for the trouble, I thought I forgot about it, but I didnt. I need to do something with my memory ;D

In total there is 16. The second 8 badges only gain you access to Mt Silver though.
