Leather face Is not available in the game.

Rockstar have admitted, due to thousands of letters and complaints, that leatherface wasnt in the coding on release, therefore you can't see, or find leatherface in San ANdreas. However, if you own the PC version, you can download a mod which contains leatherface, but this is just a hilbilly with a chainsaw who attacks you if you go into the panopticion, it's no big deal.
