How do you get Staryu? on Pokemon Crystal Game Boy Color Message Board - Page 1

My 10 year old brother is totally into this game, im talking about plays it every single day for hours..
And he says he needs a Staryu to show an old man or something to get something but cant find one..

Does anyone know how to get a Staryu without having to get it traded to you off a friend?
